Transforming Technology Leadership for a PE-Backed Infrastructure Firm

CHALLENGE

Chief Digital Officer / Chief Technology Officer
PE-Backed Civil Infrastructure Engineering & Consulting Firm · Multi-Hundred-Million Revenue · Search Completed

At a glance: 3 search iterations · 11 months · 6+ finalists evaluated · Placed

A PE-backed civil infrastructure engineering and consulting firm with a multi-hundred-person professional workforce was pursuing an aggressive growth and digital transformation mandate. Backed by a major growth-equity sponsor, the firm was executing on two fronts at once: scaling revenue through organic growth and a programmatic acquisition strategy, and transforming its technology function from a cost center into a competitive platform.

The senior leadership team was newly assembled and closely aligned with its sponsor on pace, accountability, and the technology investment thesis. They saw technology as both in need of modernization and a potential differentiator in a market increasingly defined by digital delivery, AI-augmented engineering, and the ability to offer integrated data and analytics services alongside traditional consulting.

The PE sponsor and Executive Chairman stayed actively engaged throughout, participating in finalist evaluation and compensation structuring. The compensation package was purpose-built for a PE holding period: a competitive base, a meaningful short-term incentive, and PE equity tied to the firm’s liquidity event. This created both an attraction premium and a self-selection screen. Candidates without PE operating experience consistently underestimated the pace, accountability, and board-level scrutiny of the environment.

ACTION

A Search in Three Chapters

What began as a focused Chief Technology Officer mandate evolved across three distinct iterations, each driven by legitimate business change. With each step, leadership chose to raise the bar, and the result became one of the most sophisticated technology executive profiles in the infrastructure consulting sector.

  • Iteration 1 (Q3 2025): Chief Technology Officer. Own enterprise technology end-to-end, modernize the legacy stack, and stabilize infrastructure for growth. Target profile: a deep AEC/infrastructure IT leader with ERP, M365, cybersecurity, and project delivery systems experience, an infrastructure-first mindset, and PE-backed experience preferred.
  • Iteration 2 (Q4 2025): Chief Digital Officer. The title evolved and the scope expanded to include digital transformation, AI and automation, and client-facing data product development. Target profile: a technology and business operator with P&L instincts and the ability to influence without authority in a lean, matrixed organization. Compensation was reset to a competitive base, 50% bonus, and PE equity.
  • Iteration 3 (Early 2026): Post-acquisition. A strategic adjacent-market acquisition added M&A integration, portfolio strategy, and go-to-market and business model innovation as core requirements alongside IT governance. The sourcing universe expanded to tech-enabled infrastructure operators, consulting-firm CDOs, and federal-to-commercial leaders.

The Four-Bucket Evaluation Framework

By the third iteration, the client’s leadership team and TRANSEARCH had co-developed a four-bucket assessment model. It gave every stakeholder, including the PE sponsor and Executive Chairman, a consistent and defensible basis for evaluating candidates across a significantly broader talent universe:

  • IT Governance & Platform Reliability (table stakes): security maturity, ERP and project delivery systems, vendor management, and uptime accountability
  • Business Transformation (the primary differentiator): demonstrated ability to drive measurable process, margin, and revenue outcomes through technology
  • M&A Technology Integration & Portfolio Strategy (essential post-acquisition): experience evaluating, integrating, and scaling acquired technology assets
  • GTM Innovation & New Business Model Development (highest ceiling): a proven record launching technology-enabled products, services, or differentiated digital offerings

The Moment That Tested the Search

The offer was accepted. Then life intervened.

During Iteration 2, a finalist emerged who represented a compelling fit: a senior technology leader with deep infrastructure domain experience and strong transformation credentials. The offer was extended and verbally accepted. Within a week, a personal circumstance, compounded by a competitive counteroffer from the candidate’s current employer, reversed the acceptance.

The client did not start over. Leadership used its newly completed strategic acquisition as a legitimate mandate reset, and together with TRANSEARCH framed Iteration 3 as a role evolution that expanded the position’s appeal to candidates. At the same time, TRANSEARCH activated a federal-to-commercial talent pipeline created by significant workforce reductions at major defense and infrastructure research organizations, opening access to C-suite-caliber technology leaders not previously available to the private sector.

The Final Slate

The third-iteration slate produced a finalist pool stronger than what the original mandate would have delivered. Four candidates reached advanced evaluation:

  • A VP-level digital leader at a global engineering and professional services firm, with a record of driving measurable revenue growth and significant cost savings through AI and digital programs, leadership of enterprise-wide AI governance, and strategic technology partnerships with major cloud and platform providers. This candidate emerged as the client’s consensus front-runner for transformation upside.
  • A 24-year veteran of the leading AEC engineering software platform, with direct experience in ecosystem development, venture partnerships, M&A evaluation, and technology product strategy, representing institutional domain knowledge rarely found in a single executive.
  • A PE-backed Chief Digital Officer with direct transportation infrastructure operating experience, prior M&A integration, and a compensation profile already calibrated to PE equity structures.
  • A dual CIO/Chief Innovation Officer at a mid-sized AEC firm, with 25+ years in the industry, M&A integration experience across nearly a dozen acquisitions, ERP transformation, and a track record launching new digital service lines from inception.

The client evaluated each candidate against the four-bucket framework. The process surfaced distinct strengths across the slate, and the winning candidate demonstrated the combination of transformation leadership, influence in matrixed organizations, and practical AI and digital delivery outcomes the business needed.

IMPACT

The search closed with a successful placement. The firm’s new technology leader brings a proven track record of driving measurable business outcomes through digital transformation and AI programs, across both revenue growth and cost reduction, along with the executive presence and PE-partnership mindset to operate credibly at the board and sponsor level.

The client now has the leader it needs to turn technology into a competitive platform, integrate acquired businesses, and build new digital offerings for its clients.

The strength of the client’s standards was clear in the market’s response. The CIO/Chief Innovation Officer the client evaluated and passed on was immediately hired as Chief Technology Officer by another PE-backed engineering firm.

WHAT THIS SEARCH DEMONSTRATES

  • Strategic patience under pressure. The client and TRANSEARCH absorbed an offer decline, maintained momentum, and converted a setback into a stronger mandate and a better slate.
  • Adaptive sourcing. The search moved fluidly across talent universes, including AEC IT, PE-backed CDOs, consulting-firm digital leaders, and federal-to-commercial transition executives, as the mandate evolved.
  • Assessment rigor. A four-bucket evaluation framework, co-developed with client leadership and the PE sponsor, provided a structured, defensible basis for every finalist decision.
  • Market intelligence that compounds. The caliber of the talent identified was validated externally when a finalist the client passed on was immediately placed at a competing PE-backed firm.
  • Deep PE alignment. Success required understanding the unique demands of a PE-backed environment: compensation built around an exit event, board-level stakeholder management, and the executive maturity to partner credibly with both the operating CEO and the sponsor.
